Newbie question about permissions to add threads

Hi, new author here, still learning how the CHYOO site works. One thing is puzzling me: if my own profile shows an editor rating of 5 and 13 votes (same for the writer rating, and thanks to all those who voted), why would the system not let me post threads in a story that has a minimum rating of 4 and minimum threads of 3?
