The payments are being given to some asylum seekers, and they are required to file documentation through form I-589 with USCIS. The cards can only be used for certain groceries or for items related to child care, and distributing these cards will be more cost effective than providing food items directly.

The OP still has failed to provide one, while his defender, bB, has provided tweets from his friends who leave out important details.

The main issue currently is refugees waiting for their day in court without the ability to earn money. You can either give them work permits OR provide them cash.... That way they aren't living on the street AND are less likely to commit crime.
