PMs or Private Messages are text you can send to other users. You have to turn them on in the User CP section. Click on User CP above and then on Edit Options item in the list to the left. Scroll down to the Messaging & Notification section and check the box - Turn on Private Messaging. Or if it's on and you want it off, uncheck it.
And of which icons you speak? The W E H icons next to stories?
W = Contest Winner
E = Editors Choice
H = Hot to be Hot a story must score 4.5 or above and have 10 or more votes.
N = New - a newly posted story
