I'm a huge NCIS fan and the big question that enters my mind when I hear about this is - what's the trigger?

The series excells at great storytelling, IMHO, and to do it justice, I think that such a fanfic needs to be organic to the storyline. The trouble with this is that Ziva and Tony have been through all kinds of hell together (The shipping container incident, finding Jenny's dead body, etc.) what could possibly trigger such an encounter when none of these things in the past prompts them to take the leap?

I think you'd need to write it shortly after Tony & the team rescues her from Somalia. If that gesture didn't make Ziva want to pounce on Tony, then nothing ever would.

How about another undercover job where Tony and Ziva have to pose as a married couple like they did shortly after her character was introduced. Only this time it is a longer assignment, and with the added history since the first time one thing could lead to another.

Another thing you could do is recount the saucy history between Gibbs and Jenny, which was only ever alluded to in jittery flashbacks. Their history is so vague, you could do virtually anything you want with it. All we know is that it happened in Paris, and that it seemingly ended with Jenny betraying Gibbs, though not so badly that they weren't able to restart a friendship a few years later.

I dunno... There was that flashback once where you saw Gibbs being arrested by a bunch of foreign (presumably French) cops and as they were arresting him, he looked across the street to see Jenny amongst the crowd, watching the whole scene.

The impression that I got from that was either that she was the cause of Gibbs' arrest, or that she could've done something to save him, but didn't and Gibbs wasn't happy about that.
