You can add an avatar...

when do i get to add a picture?

Now! Go to Control Panel (at the top of this page), then select Edit Options. At the bottom of that page is an Avatar section which should have a button that says something like Change Avatar.

On the page that comes up, make sure showing avatars is enabled, then select browse for a picture on your system and upload it as your avatar (the picture must be no more than 150x150 pixels and under 20k).

If you don't have a picture you want to use, find an avatar on the net. I'd suggest clicking the Search button at the top of this page, then searching for "find avatars" to find threads that have discussions of where to find avatars and links to avatar sites.
