What he is saying, although you don't understand him, is that London has to deal with significant issues about policing and security yet the Westminster government, despite promises they made, refuse to help fund anti-terrorism costs.

It is true for other local police forces throughout the UK. For example Kent Police have to deal with failure of border control services to prevent illegal immigrants. Kent Social Services have to deal with illegal immigrants under the age of 18 (or who SAY they are under 18) AND children in care placed in Kent by London boroughs. Neither the Kent Police nor Social Services get a penny in funding for dealing with national problems.

In US terms it is like State governments having to bear the cost of federal agencies.

Nobody would dispute there are terrorists besides Muslims, but aren't members of this "Religion of Peace" worse than all others combined? Don't they commit more murders, arson and bombings than all other terrorists combined?
