I believe the top ten most corrupt police departments in the United States are as follows.

1. Chicago (Illinois state police are also EXTREMELY corrupt and have ties directly to organized crime)
2. LAPD
3. NYPD
4. Miami
5. Detroit
6. Phoenix
7. Las Vegas
8. St. Louis
9. San Diego
10. New Orleans

Note: The state government and law enforcement in Illinois are among the most corrupt in the entire nation. Illinois has long been a hotbed for mob activity and dirty politics, with Chicago being the capitol of that corruption.

It seems that every department has some element of corruption. Some are a lot more corrupt than others.

The Chicago PD and Illinois state police are a festering cesspool of corruption and mob-relations. And don't even get me started on the Illinois state government.

Several powerful crime families still run Chicago.
