More Random, limited to once every 60 seconds

In the category list, the "More Random ___ Stories" button replaces the old Shuffle button. But you can only press it once, and then it's locked out for 60 seconds. Why is this? The Random list is a great way to find new stories that you otherwise would never see. But sometimes you need to shuffle a few times to find one that you like, and the 60-second delay is really annoying.
