I don’t know everyone’s reason, but for me it’s based on the European softcore erotica of the 1970’s and 1980’s. Maids in those films were basically nymphos and never resisted sexual advances from men or women.

The appeal (at least I assume, I think the uniforms are cute but I’m kinda neutral towards maids) is that you have a lovely woman who is there to satisfy your every desire with a smile on her face and she calls you “master” without you needing to invest in developing a BDSM relationship.

As for an idea for a story: upper crust family (maybe Edwardian times or Victorian ) has a rebellious son (18 to early 20s) who despite his inexperience wants to go out and sow his wild oats. Of course the family forbids it and Don’t want him making a crop of bastards, especially since they have arranged a marriage for him. So son sits and stews, going to family functions under duress or being chaperoned when he goes out.
