I don't know if you're lying or misinformed. But no. No they can't. Many old cars have no seatbelts, violating current laws, and don't fall within current emissions standards. You really do have to tow them to car shows. It's ridiculous.

You have to label each as "highway safe" or not based on whether they meet certain qualifications.

Basically, the only way that you're still allowed to drive them is if you've literally never had to repair anything on the engine ever. If you've had to so much as replace a part since, I think the late 80s, then it has to be up to current standards.
