Unless the very process of growing said dick is itself a wanted and enjoyed part of the story in length, I would second the sentiment that the how is rather unimportant distraction.
For use of magic, I would go with something like a magic strapon that absorbs into her body and becomes her own, upon a wish, a spell or nature of the object, or no explicit explanation at all. Or maybe even better, she play with double-ended dildo, and while she masturbates, she wish it was really her own dick so strongly it becomes so, right under her fingers.
For syfy, well, you have to mess with hormones at least and really genetics, and to be realistic, an oversized clit is best you can end with -- but it won't squirt.
