Police in the St. Louis district have called for the ban in measures to help prevent crime, since they now have teenagers emboldened to run around the streets carrying AR-15's. The hands of the cops are tied unless they actually 'brandish them with intent'. So they can wave them about like armed hooligans, but unless the cops can prove 'intent' they can't do a thing.
