More and more these days in America, the military is being entwined with civil police enforcement and the grand plan is evidently to further assign the military a much larger role in the days/years ahead...
...the May/June 2012 issue of Foreign Affairs ("Published by the Council on Foreign Relations") contains an article penned by the US Army Chief of Staff, in which General Raymond T. Odierno states unequivocally:
"the highest of priority" is not "the prevention of violent crime"...
...it is reverence for law already established:

Officials say campus police, Richland County sheriff's deputies, the South Carolina Highway Patrol and Fort Jackson's military police will help with crowd control after the game.
Assistant Police Chief Les Wiser says the plan includes barricades, DUI checkpoints and observation towers to keep the crowd under control.
"We're going to ensure order through enforcement of all laws. Of course, our highest priority will be the prevention of violent crime," said Wiser.
