Right, first things first.

Apologies for the necro bump but I've finished my Miley Cyrus fic and it's on the site now. It's called 'Making Miley Moan' (I really dig alliteration)

Not sure why some people are worried about writing stories using cyrus. Her folks aren't. Her mom acts like an air head and a pimp and her dad may have already gotten into her panties. She has had boy friends who have done more than just held hands with her while they were over 18 and she under age. (and at her home) She and the Speers girls are what they are and using them in a story is nothing to what they are sexualy in real life. Walt Disney would turn over in his grave if he knew what Disney Company has turned into. (I had family work at Disney and friends. They can make a "star" out of anyone.) Miley isn't that good looking, not that good a singer and a terrible actress. But the mommies and their little girls fans of hers really like her that way so it doesn't hurt to write stories about her being a naughty girl just the way these mommies and their girls want her to be. So go for it.
