Harold, I'm not going to get into a pointless pissing contest about how the chart "could be misleading".

The only way the chart could be misleading is if someone doesn't read the heading or decides for themselves they don't like what it represents.

You and Miles are both correct that the chart shows exactly what it is labeled to show


I guess it all depends on what you think the meaning of the word "is" is.
