Never heard that myself, or experienced giving a girl an orgasm during a foot massage, so I have to wave my bullshit flag at this one based on my personal experiences.

I don't remember specifics, but I would say it's possible that working on the toes could help get your partner excited. I know several spots that have nothing to do with the genitals that do that, so I don't doubt the assertion. The problem with these generalizations is that everyone is different, so you never know if it will affect them the same. There are a lot of psychological reasons why it might work (or not) for some people. In the end, what does it hurt to try?
