I have had the same experience; it doesn't do much for me when I touch them, but when someone else does, it's like an electric current right to my groin.
As far as type of sensation, it varies day to day. Light touches/licks are always nice, but sometimes they have a stronger effect than other times. And sometimes they like rough sensations like biting, pinching. But not always.

Thought I'd add a women's point of view to this, even though you didn't ask for it, hehehe.

Well, firstly, for me, they aren't sensitive at all, until I'm highly stimulated.
Nipples are a good way to tease a guy, I think. Probably because they aren't overly-sensitive, but as mentioned, they do share a similar nerve as the groin. My nipples are extremely sensitive. I like them being licked. More often than not though, I prefer them being sucked on.

That doesn't sound too unrealistic. Just think how a woman's body can get more sensitive in areas during menstruation... because of high estrogen levels.
