In the announcement the city said it did it to protect its gardeners and cooks. So basically this is just rich white people protecting the people they consider their servants.

These efforts are doomed to failure. They have no constitutional say in immigration policy or enforcement. They take an oath to support and defend the Constitution:

"I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States and the Constitution of the State of California against all enemies, foreign and domestic; that I will bear true faith and allegiance to the Constitution of the United States..."

And in doing so you support the concept of federal supremacy of the enumerated powers of the federal government.
