It's because hystorically sex from his woman has beent he right of a man. And as men have been owed sex, they havent had to impress women, and so have been less worried about making the effort. Luckily this view is rapidly leaving western culture and more men are making the effort for women. But the history lives on to some degree.

There are so many sexy parts of a man: shoulders and biceps, waist and abs, butt and thighs... I suppose my favorite is a beautiful face with long hair. But then again the absolute most distracting is if a naked guys bends over and I see his balls dangling down.
Maybe especially in America (not so sure about other locales) they (men) either don't think about it or are afraid to admit that they want to. Putting some effort into yourself as a guy can be seen in so many different ways, and like I said- in America, they aren't always all good.
Yeah, there was/is that whole metrosexual movement, but even those guys can get teased. Or God forbid, a guy who does try to take care of himself and be sexy can be ridiculed for being "gay" or "girly" which is insulting on so many levels and to so many people that it's not even funny.
But for me, I like a guy who cares about his grooming- no freaky fingernails or anything
When someone cares enough about themselves to show it, that's attractive.
And I am crazzzzzzy about arms. They don't have to be ripped, just nice.
I also get a little bit nuts when I see a nice waist. Whew. *fanning myself*
I don't mind if a guy grooms himself -- after all no one likes nasal hairs or merged eyebrows. However, it really is a turn off when you see some of these guys who cannot get away from the mirror. I don't mind the body builder who is admiring his "work" -- he earned it. However, I've seen guys in the gym who spent more time in the mirror than lifting weights. If you don't want to call it girly or gay, call it vain or missed placed priorities. A guy who works out and keeps clean is more admirable/desirable than a mirror hog who has to rely on gels, foams, clothing and accessories to attract someone. The former is working on the "package"; the later is just working on the "wrapping". The same holds true I think for women. I think the prettiest women are those that go out and do things and have a natural wholesome look about them -- not those who have drawers and drawers of paints, gels, foams, etc sprawled all over their bathrooms.
As to attractive body parts on men you have to see what each individual has. Something nice on one guy may not look so great on another. Personally, I like a nice ass (especially white set-off from a tan -- looks so "virginal"; a tanned ass strikes me too much like the guy has too much idle time so he sits hours in a tanning booth). Muscles are great. Body hair drives me wild; it has since I was 4.5 years old. I love hair on the chest, arms, legs. I also like it on a guy's ass, but a nice smooth one is ok too. I used to hate body hair on a guy's shoulders or back. However, I once saw a guy who had SO much hair -- including EVERYWHERE on his shoulders and back that it was like fur. It was so primitive that it made him ooze with sex appeal. I wanted to pick him up, carry him into my bedroom and enter him again and again. Unfortunately, most guys in the gym are NOT gay and interested in m2m sex. So sex with him wasn't an option -- just a fantasy. Nice Arms and legs are also a turn on. (I can get turned on just by a guy with hairy forearms wearing short sleeves in a checkout line.) Big hands are nice too. (It is great to hold hands with a guy with a nice strong, beefy, warm hands.) Finally, you can never neglect the face. No matter what people say, no one carries around photo's of body parts, but they do of faces...
Because as you can tell there are a lot of things I like, it is actually easier for me to say what I'm not turned on by in a man. I am not turned on by smooth guys -- unless they are extremely muscular and handsome in the face. I am not turned on by extremely skinny or extremely overweight guys. (I like stocky guys, so I'm talking about EXTREMELY heavy guys.) I like facial hair, but it depends on the guy. Some guy don't have thick enough facial hair -- they shouldn't try to grow a beard as it looks really bad. I'm not turned on by "boys". They have to be past that extremely young look. Nice hair is great, but since lots of us loose it one just learns to appreciate those that do and look past any problems with those who are loosing (or lost) it. I'm not too fond of elbows, knees, nor of large adams apples. Women tend to have nicer elbows, knees, and necks. Finally, the ONE thing I have in common with TRUELY straight guys is that I don't care for penises. However, since 99.99% of guys have them (it just cums with the territory), you just have to get used to it.
none2 - lol, you have totally opposite taste than I do. I'd rather have a guy wearing eyeliner, lipstick, and painted fingernails any day than a gym rat. I love skinny smooth guys with long hair and I like penises and dislike facial hair and tan lines.
