Looking for story and I forget the title.

The story is about a young man who can freeze time. While frozen he can hypnotize his victims. He eventually wants his sister. Turns out she has the power too and they take over their school. Then they find out that people they freeze and hypnotize can now do the same. His best friend (actual love interest) is exceedingly smart and she finds out the government is hunting them. They have to break into some kind of generator place using their powers.

I really loved the story, but I cant bookmark stories on the phone app nor can I add an author to favorites. The app is what i use all the time, I only use my laptop when I post a story. thank you for any help.
