The most romantic of gifts don't need to be expensive, just something that shows you've been thinking about the recipient.

women seem to like flowers (not just roses, in fact, something more exotic can be really pretty to a lady).

Lots of accessories for $20 or less, like a silk scarf, or a makeup mirror, or even her most favorite movie on DVD (bonus if its a romantic movie).

the key is givin the person something they would like, or something that fits their personality. my wife buys me t-shirts with designs or slogans or whatever that suit ME as a person.

I buy my boyfriend tiny little things that cost 50p or less probably weekly. Something like their fave chocolate bar or a book from a charity shop. He appreciates that but of course others might want something a little different, as it's been stated before just make sure it's something that they would appreciate.
