Here I give you some background on the World at Large, and let you take it to whatever level you want. It's my take on Pirates vs Ninjas.
Along time ago, galaxies from the current spot of the World, Dragons were forces of universal destruction, until the Tiger Force hunted them down. One young dragon, not yet old enough to be aggressive and destructive, turned form the fighting and fled across the universe to a safe place. Tired from its flight, it curled into a ball and orbitted a bit of universal warmth, spinning contentedly with its tail wrapped over its eyes.
Beings of this magnitude sleep for immense amounts of time, eons upon eons, and in its orbit the dragon collected space ice and dirt, becoming the warm center of a planet. Over time, the ice melted and became oceans, the dirt clodded and became both rooted and floating islands, and all that was left visibly of the dragon was the spines of its back, which created a looping mountainous blockade halving the world.
Draconic magic altered evolution, and beings of all sorts became prevalent throughout the world. The magic emanated strange energy sources, and a large colony ship of an ancient spacefaring race moved to investigate- and crashed into the planet.
The dragon was disturbed in its rest by this, and put a bit of it's attention to shielding itself from further intrusion. The attempt to fly away from the planet split the nin-ja mothership into many pieces. The largest of these was converted into a floating barge for the survivors, who found themselves trapped forever.
Fast forward many millenia. The ninja of today are clans of four elements - beach, wave, cloud and magma. They are ruled by an overclan called the Orichalcum, who have mystical abilities beyond even that f the clans. On the opposite side of the world of their floating barge is a vastly expanding empire, and a freedom force of pirates trying to harrass it to aid small island kingdoms in retaining their freedom. A society of mer-people, who live beneath the waves literally upside down from the rest of it have a dangerous task - for they alone remember that the dragon exists, for they saw it wakes before when the nin-ja crashed. They seek to keep the dragon dreaming, and guage its moods by the currents. They have discovered that the dragon sleeps happiest when it dreams its favorite dreams, the stries it sees upon its very own back, of the clashes between pirates and ninjas.
