I think the establishment, and that includes the clearly Left-biased factions withing the FBI, are petrified of going public on how to do it (IE, do what the Russians did, and still can, and still will do), because they don't want others to do it and they want to try and do it themselves. The Left doesn't really have the skills or knowledge though and will fail at the Mid-Terms.
