Libya is frankly a basketcase, and as it is well-known that former Secretary of State Hillary Rodham Clinton was the prime mover behind the Libya policy, it is by far the worst part of her legacy, a betrayal of the promises made under the Bush Administration not to attack Libya if Qaddafi gave up his WMD program. It is a key part of why North Korea doesn't trust the USA, along with the American breach of its promise to then Soviet President Mikhail Gorbachev not to expand NATO in 1989 should Russia not meddle with German reunification in 1990.

Given how disastrous our Libya and Syria policies are, the case for complete withdrawal from both countries, along with Afghanistan is clear, especially after the Afghanistan Papers and the collapse of ISIS in Iraq. If you're not familiar with the Afghanistan Papers, look them up. They prove that our military industrial complex, Pentagon brass, and intelligence community lied to Congress and the American people about conditions in that country, painting a much rosier picture than was really the case.
American military power and prestige are not undercut by withdrawing from an unnecessary, wasteful illegal war in Syria and Iraq, as well as from the long since completed mission (catching and killing Osama bin Laden) in Afghanistan. There is no reason to stick around. We've done as much "nation-building" as we can possibly achieve there. The continued wars are a waste of American blood and treasure, with no exit strategy and no attainable objective in sight. It's time to cut our losses and stop obsessing about other countries that have been there before we arrived and will be gone long after we depart. Logistically, it's easier for them to be there than us.
Frankly, nobody in the Middle East wants us there anymore. It's time to go and not return. Save American lives. Bring the troops home. Cut the bloated war budget by at least ten percent, as many of us on the left have proposed. Also time to pull out of Germany, but that's another matter. What possible benefit is there to a continued American military presence in Germany...or Poland, for that matter?
