Publication of scientific and/or scholarly papers is never about money for the author. There simply isn't the market. However, if your friend has an idea that's important and wants to get it out where people can see it, this kind of deal isn't terrible. My guess is that it's more about acclaim within a narrow range of researchers. I like the part where they don't charge the author. That sounds legit to me. Watch out for guys who want you to pay for publishing your own work.

I cant imagine why anyone would publish a thesis or dissertation; I know people who do, and the document makes for dull reading.

Do despite the volumes of suspicion and accusations, it would appear that the publishing house is real and legitimate, within a certain set of parameters. Just don't expect truckloads of royalties. But then, I said that.
