Tort reform is way overdue, and the failure to see to it is one of the big failures of the democratic party.
My understanding is that in the UK you're forced to pay court costs and can be fined for bringing a frivolous lawsuit, which discourages this kind of thing.
In the US, lawyers can bring all and any sort of lawsuit without penalty. Lawyers will often work on a contingency, meaning that you don't have to pay them unless they win, and then they take a healthy slice of the winnings. This kind of thing encourages people to sue everyone and anyone for anything all the time. It's really time we put a stop to it.
