Actually - going on five months now since the election. He should have had his hires lined up. There are about 6,000 high level bureaucratic jobs that don't need congressional approval.

I think he only controls about 1300 or so. Possibly he feels many of those need not be replaced due to pending cutbacks in the number of swamp denizens.
