HI! For resizing (hight x width) i use this:
For easy resizing i use the IRFAN-Viewer, it's a free handy picture-viewer, after you open the pic you press ctrl-r and you can enter the size in pixel, after you save it again, done... (Do a google-search to find a download-site or look at twocows.com). It's also got nice slideshow- and thumbnail-features.

For less bytes i still use photoshop, save the pic again with a higher compression-rate.

For having a real pain in the ass, i would use this (but i really don't have the urge, somehow...):
