Have used the idea in a story (and a couple of similar ones), though it was horizontally pierced. Not sure on the safety aspects and expect it would depend on typical daily activities etc.

would depend on how the peirceing is done some types of peircings won't hold long they work there way out and leave scars. A friend of mine owns a body peircing shop and his advice is to make sure that who ever does the peirceing is a professional and knows what he is doing. And to keep the area clean and follow all instructions giving in the after care. He usually recommends washing it twice a day in a seasalt and warm water solution , use a q-tip dipped in sea salt water to clean crusrties off, and never use backsatracing on it. anyway just my two cents worth not even just it was what you asked sorry.
I do think a peirceing of some kind would make a kewl collar though. I have peircings and love them.

I'd be very interested in seeing some pictures if available to get a better idea of that it would look like, but it does sound like a very interesting idea none the less..

This is a fairly common piercing in the realm of unusual surface piercings. It's called a Madison. I've always thought it rather attractive, though you obviously can't yank anything you might clip to it.
It's more commonly done with a barbell (see here) which can lead to interesting jewelry (see here) but it can be done with a ring (here and here). This is a pretty good example of a madison gone wrong: here and here - poor girl! I've seen them done at the throat (here), just below the throat (here), and even at collarbone level (here).
