It can be taken to mean "books written in German." In any case, Kafka was born in Prague, in what was then Austria (the Hapsburg Empire). He spoke German and he wrote in German (not in Czech). Strictly speaking, yes, he was not German. But in another sense, in terms of literary and philosophical tradition, he was.

Speaking of Jews, I think it was Simon Wisenthal who said the Austrians (you know, big Arnie's folks), keep trying to convince the world that Beethoven was Austrian and Hitler was German when, of course, the opposite is the truth.
