IMHO, it's not incest as long as they don't touch each other in a sexual way. So, if they just watch each other masturbate, it wouldn't call it incest (but still it would be hot).

uuhhmmm...I don't know quite what to say here. I never had the pleasure of reading the story about the siblings who masturbated together and kissed. But as a kid, I had step sister for a few years and we masturbated together and kissed. I was 14 and she was 16 at the time.
