Musk seems to genuinely believe that the blue checkmark on Twitter is some sort of VIP section that people should be willing to pay for. The checkmark is really there for one reason only: to ensure that the person with the Twitter username of "Joe Biden" is really the 46th President of the United States, and not a bus driver in Boise who's pretending to be Biden. It doesn't actually give you any benefits.
A few people will probably be willing to pay for this, particularly media organizations who have a professional interest in not being spoofed. But it's not going to bring in an appreciable amount of money, and Musk seems to be promising/threatening that Twitter will now be more annoying for those who don't pay. Musk is completely in over his head, and it's hilarious.
