You are ignoring the fundamental point which is: Every time any document is censored or redacted the person who does it will always be open to the charge 'what are they hiding.'
It makes no difference if the 'what are they hiding' charge is unfounded or not. Publishing the unvarnished whole report might have been uncomfortable, it might have been wrong, but censoring it was politically stupid. It's a mistake made most often by lawyers who think legal opinion will trump political realities - doesn't work, the festering sore goes on and on.
