While one of the biological purposes of female homosapiens having breasts which are not flat outside of when they are breast feeding is to attract the attention of potential mates, the only reason why it is considered "wrong" for women to sans clothes over their chest is because a big deal has been made out of it -- primarily by groups which seek to regulate morality.

What gets me is on one beach I go to, there's a 'decency' rule.
It apparently only applies to women, because many times I've been there and there's pudgy men wandering around with their shirts off.... and many of them have way bigger tits than I do!
