That's a catfish, not a toad. It's a creature called Namazu, which was believed to live in Edo (modern day Tokyo) harbor and cause earthquakes when it escaped captivity.

Those are tanuki. They're real animals (sometimes called Japanese raccoons), but in folklore, they have enormous scrota that can morph into any shape. They were a popular subject of woodblock prints.
