A monthly e-mail newsletter from Detroit Mayor Kwame Kilpatrick informed constituents about a new annual $300 bulk trash fee. It emphasized this point: "Homeowners -- including landlords will be killed on their July tax bills -- which will be mailed on Friday, July 28."

He meant billed. We think.
