LOL carpet bombing is a maneuver that isn't used as often anymore, it was last heavily used during Vietnam. The idea behind it is that bombers will come in, and drop a large quantity of bombs over an area, in the attempt to lay waste over an entire area. Back during the days of Vietnam, B-52's were used for this, currently though, we're more into using cluster bombs [bombs that instead of containing one large piece, have numbers of smaller munitions within].

In Robs case, I'm imagining it relates more to someone laying waste to his nostrils with a massive chemical attack, followed by the vapor following the offender in the drag behind them, lofting it all around Rob.
