Ceally, I wouldn't worry about it. don't go. there is no law written or otherwise that you have to cancel plans. and if they annoy you that much mention to them that you thought it was rude. just do it in a nice way?

OK, so someone explain to me how I tell my new neighbours (above me), to shut the fuck up???
They crash around in their apartment as if they were in a house. Its disconcerting in the extreme to hear someone moving around their kitchen and knowing just what they are doing.
Whoever built this place didn't put much into the sound proofing between the floors. Its like being in a house and hearing the kids upstairs. In fact, its noisier than that. Seems I've exchanged one kind of unacceptable noise for another.
I'm trying to have a sleep in (they don't work), and its impossible with all the crashing and banging going on upstairs.
I'm about ready to scream and bang on the ceiling.

Get a broom and hit the ceiling every time they do it. Or if you're feeling more peaceful, invite one of them downstairs so that they can hear how loud their movements are.
My isolated blurt is that I got let down last night in a big fucking way. I'd arranged to go out to the pub with a friend, who knew I'd had a really tough week and needed that night out. In the past, I've taken him out and cheered him up every time he was feeling down, I did his shopping for him when he sprained an ankle, and I've sat with him through months of his depression. I was halfway to his house last night when I got an SMS saying that he'd changed his mind about going out - he'd put too much cayenne pepper in his dinner and his lips were burning, so he'd gone to bed.
Self-centred little shit! And I have every intention of telling him that today.
