Chomsky's paradigm is a theory of language itself, not its uses- a model of language competence not language performance one might consider.
Semantic plausibility of a sentance is a key factor in comprehension of language, yet Chomsky would disregard the thought that semantic knowledge has an impact on verification times for the parsing of the grammatical structure of a sentence- or syntax, as his theory is implicitly nativist- suggesting that language comprehension employs an innate mechanism and therefore there is no requirement for semantic plausibility to be assesed seperately.
However, semantic plausibility of syntax aside, semantic analysis of the sentence- or the pragmatics of the language within the sentence is essentially how meaning is garnered from language uttered by others. Written or spoken, one uses such mechanisms to draw out meaning in order for the 'language' to be acted upon.

Which is true, but in the one field he actually knows something about - language - he is at least an interesting thinker.
