Autarky, in an economic sense, is the idea that a country should be able to get by with no foreign commerce at all -- no imports, no exports. This is what North Koreans mean by juche, usually translated as "self-reliance." And in fact NK does not appear to have any commerce at all with any foreign country but China.
It is, generally speaking, a bad idea. NK is full of malnourished people.
