Wing velocity of the European swallow is directly related to the velocity of the rest of the swallow.

If the swallow is moving at 30 mph I have found that for the majority of the time the wings on that swallow will also be doing 30 mph.

It has something to do with the wings being connected to the rest of the bird, well that is my working hypothesis anyway.
