Yes that is quite normal. He wasn't randomly screaming, he was putting emphasis where needed and where the American public should be furious. Can you explain to me why you think our drug prices should be so high that those who can drive to Mexico or Canada do so because cost of gas is more than made up for in the difference in costs?
