Is it ok to go nude in a spa when everyone else is wearing swimwear?

I recently went to Tallinn, Estonia for a few days with work. My hotel had a Spa area with a pool, jacuzzis, sauna and steam room. On the first day I visited the spa and to be on the save side wore, albeit tight and small, hipster trunks.

Everyone else in there was also wearing swimwear but there were no signs to say swimwear had to be worn.

Is it ok therefore to take off my trunks and walk around naked?

No. There probably aren't any signs telling you not to shit in the jacuzzi, either. Doesn't mean you can do it. Use some common sense. And don't just pose ridiculous rhetorical questions to start a thread.

Actually, I have seen signs in some spas that state ‘Swimwear must be worn at all times.’
 
I wouldn't think it was ok unless there were signs saying it's optional. Places I have been have been posted swimwear is required.
 
Common sense would dictate that you should wear a swimsuit especially if there is a chance that kids might be in the area. If there are other people in the spa you can politely ask if anyone minds you stripping down to nothing.

Ask the staff. How are we supposed to know.

Even when it's allowed, it's also courteous if your fellow bathers are all clothed and none are nude to ask them too.

Unless you are a nudist resort, you should ask the staff. The only time I’ve done that is when I’ve been in a sauna and I’ve asked the other people inside if they didn’t mind if dropped the towel and they told me to go for it

That seems like a reasonable accommodation. As long as you abide by their wishes.
 
No...it's not ok.

I'm very sex-positive, but I'm also very manners-positive. ..If no one else is nude, then you shouldn't be either. Read the room..
 
Probably not ok if your the only one and too much of a risk of being arrested if you do.
