Reading between the lines, this is an EU regulation that the UK doesn't care about. The cost of collecting the tax would probably exceed the amount gained.

There are so few people growing their own tobacco in the UK that taxing their product that they grow for their own use is not cost-effective.

One of my uncles used to grow his own tobacco in the 1950s and 60s. He used it in a large Meerschawm pipe and it was much stronger than commercial pipe tobacco. He gave me some (that was illegal even then!) and I tried rolling it into cigarettes. It was too coarse to make reasonable cigarettes so I used it in a churchwarden pipe - an 18 inch long clay pipe.

It was too strong for me to use in a standard pipe.
