Is it "Celeb" or no?

I was wondering, if you write a story about some kind of political figure, someone from the past (who is long since dead), or even "local little celebs" (such as college sports players, TV newscasters, etc.) does it have to go into the Celeb category or no?

Basically the Celeb category is for two entirely separate purposes:

Firstly it is to hold plagiarism, where the writer steals the settings, characters, and even plots built by the imagination and hard work of other people because (s)he is too idle or too unimaginative to invent (his)her own. An example of this is all the Buffy "FanFic".

Secondly it is to hold libellous stories about real people, where they are put into fictitious situations which tend to reflect badly on them. An example of this is the group of stories about Bill Clinton and various other women which abounded at the time of the (true) Lewinsky scandal.
 
a simple answer is "yes, it would be a celeb story"
 
lol Thanks Sirhugs. Kinda sucks that the *types* I mentioned are included as well, but oh well. lol ;)
