Bigotry is the act of assuming negative traits in a group. Racism is bigotry toward races. Sexism is bigotry toward gender. It's not that tough of a concept.

They're racists. If they commit crimes then they're still racists. If you want to add "felony racist" or "militant racist" then that's fine if you want an extra adjective.

Not all racism is a crime, but there are crimes motivated by racism, same as not all sexism is a crime, but there are crimes motivated by sexism.

Assuming a lowered social status of a group as a whole and targeting them for criminal action moves beyond attitudes and words and entering into the realm of criminal. You can call them whatever you want, but don't dismiss the mindset, words and attitude as insignificant. They're the cause of the action in those who are criminals.

Busybody is a racist. I'm not saying he's a criminal or a militant racist, as I only see his words and not his actions.

But the fact that he may not be criminal or militant doesn't wipe out the racist part.
