Is Anarchy A Morally Bankrupt Philosophy?

It depends on how you define Anarchy. If you’re just talking about lack of any government then no, I wouldn’t take that viewpoint.

Could you give us a few highlights from the article?

Im trying to avoid the copyright thingie. But the article referred to not just lack of government, but more to the movement popular in the late 1800's. The precursor to communist/socialist thought.

From my perspective, it's not a philosophy, it's the total absence of one. One of the definitions of anarchy is:
Absence of any cohesive principle, such as a common standard or purpose.
To me, this implies chaos. Philosophy is a system of motivating concepts or principles. If that is missing from a society, what is left?
