Iran Calls For Referendum to Change Power in Iraq

Iran's Foreign Minister Kamal Kharrazi has called for a U.N.-supervised referendum to effect a smooth transition of power in Iraq. The proposal is part of an Iranian effort to avoid U.S.-led military action against Baghdad.
Mr. Kharrazi announced the proposal at a conference in Tehran today. He said Baghdad should allow a power transition to take place in Iraq under U.N. supervision.
He also urged national reconciliation between Iraqi opposition groups and the government of President Saddam Hussein.
The Iranian foreign minister said he hopes Iraq's leaders will study Tehran's proposal and take the initiative for national reconciliation to allow the Iraqi people and the opposition to share power in a new government.
Iraq's opposition is made up of several religious and ethnic groups, including Sunni and Shiite Muslims and ethnic Kurds.
