It's called PMs and Buddy Lists.

There's no way for a user -- i.e. someone without administrative privileges -- to limit who posts on a thread in the forums.

It is possible with administrative privileges to set a forum so it requires a certain level of access to post in it -- like the site announcements forum -- but there's no way to limit which threads within that forum that those with access post to.
