yep, you are right.

the key word being "based" on a true story which means the true facts have been twisted to suit the authors needs and purpose to attract attention while the real facts have been omitted or left out.

Yes. Apparently, a Baron Frankenstein was alleged to be conducting experiments with electricity a la Ben Franklin attempting to re-animate dead flesh from executed criminals. Mary Shelley combined this little macabre tid-bit with the Prometheus story and the result was a classic in fiction. The whole story was revealed to her, so she claims, in a dream or rather in a nightmare.

The original castle is a tourist destination on the Rhine river.
